IRS May Turn To Hostile Congress To Regulate Tax Preparers
Convincing an unfriendly Congress to grant the Internal Revenue Service new authority may be the agency's best bet if it hopes to someday impose a nationwide licensing scheme on tax preparers after the D.C. Circuit shut the door on its claim that an 1884 statute already gave it the power to do so, experts say.
