DC Circ. Says ACA Funding Challenge Belongs Elsewhere
The D.C. Circuit dismissed a lawsuit Tuesday brought by an insurer trade association challenging the District of Columbia's policy of levying a charge on non-Affordable Care Act plans to fund the District's health care exchange, saying it doesn't have the jurisdiction to hear tax disputes.

Life Insurers Tell DC Circ. Exchange Fees Breach ACA
The American Council of Life Insurers told the D.C. Circuit on Wednesday a lower court was wrong to toss its challenge of an assessment levied on secondary insurers by the District of Columbia to fund its insurance exchange, calling it an unconstitutional fee preempted by the Affordable Care Act.
