The United Arab Emirates affiliate of electronic medical records giant Cerner Corp. asked a D.C. federal court Wednesday to confirm a $63 million arbitral award against an Abu Dhabi information technology firm and its majority owner after they allegedly failed to pay Cerner for work on a major government contract.
