    Embroiled Israeli fintech company Vesttoo Ltd. on Monday said it launched Chapter 11 bankruptcy proceedings in Delaware, an announcement made after Aon PLC subsidiary White Rock urged a New York federal judge to freeze the startup's assets while White Rock pursues arbitration over an "apparent large-scale fraud scheme surrounding letters of credit."
