A New York federal judge changed course Wednesday in Puerto Rico's suit accusing Shell Oil Co. and others of contaminating its groundwater with a common gasoline additive, saying she had overlooked important evidence in her previous decision dismissing claims that the additive-laced gasoline was defectively designed.
