A former member of Russia's lower house of parliament urged the Ninth Circuit on Friday to reverse a prejudgment freeze on his assets in a dispute over an $84 million London arbitration award, saying the freeze cannot stand because the lawsuit is seeking a legal, not equitable, remedy.
