The U.S. Chamber of Commerce and a collection of pro-business interests launched a fresh challenge to a Biden administration rule defining the extent of the Clean Water Act, claiming in a Wednesday complaint in Kentucky federal court that it violated federal law and the U.S. Constitution by expanding federal authority over the country's surface waters.
