    DC Circ. Won't Revive Internet Tax Row Over Cigarette Sales

    The D.C. Circuit on Tuesday affirmed a lower court ruling tossing a Native American man's constitutional challenge to a law allowing states to collect taxes on Internet tobacco sales, saying that he ran little risk of federal prosecution over unpaid taxes and a ruling on the law couldn't protect him from state or local litigation.
