    A proposed class of Los Angeles residents on Wednesday urged the Ninth Circuit to reconsider its decision upholding the postponement of their suit accusing the city of illegally collecting taxes in the guise of electricity bills, saying that a panel wrongly concluded that similar state court litigation had to play out first.
