    A contractor cannot get a tax refund after the Fourth Circuit found Tuesday that the U.S. Tax Court lacked the authority to consider his refund request in litigation rendered moot by the IRS' admission that he had no additional liabilities.

    The U.S. Tax Court correctly decided that it couldn't order the Internal Revenue Service to give a man a tax refund because the court lacked the authority to determine if he overpaid his taxes, the U.S. told the Fourth Circuit.
