A New York federal judge denied dueling summary judgment motions Friday in a class action over the 2013 layoffs of nearly 200 union-represented New York State Thruway Authority and New York State Canal Corp. workers, saying it's too early to decide whether the layoffs violated the workers' right to unionize.
