Environmental groups urged the D.C. Circuit on Tuesday to uphold the federal government's most recent greenhouse gas and fuel-efficiency standards for new large and heavy-duty vehicles, staunchly defending what they called sensible efforts to cut dangerous air pollution from buses and tractor-trailers.
