    DOD Escapes Contempt Bid In HIV Policy Dispute

    A Virginia federal judge has declined to rule the Pentagon in contempt for allegedly failing to abide by injunctions blocking its restrictive former policies for HIV-positive troops, saying a delay in scheduling training for one of the plaintiffs in an action challenging related DOD policies was not malicious.
