IRS Asks DC Circ. To Allow Smaller Whistleblower Award

The Internal Revenue Service on Tuesday told the D.C. Circuit Court the U.S. Tax Court made a mistake by finding $13 million in additional criminal fines and civil forfeitures constituted "collected proceeds" in tax whistleblower awards, arguing the IRS isn't permitted to pay those awards and noting whistleblowers have significant "nonfinancial incentives" as motivations, like avoiding criminal prosecution.
