Even before the GOP tax reform bill, H.R. 1, took its final form, lawmakers from states that would be most impacted by the proposed limitations to the SALT deduction voiced their objections to the tax-writing committees. In the end, 12 House Republicans voted against H.R. 1, and they all hailed from New York, New Jersey and California. After the passage of the tax bill, it did not take long for high-tax, Democratic-leaning states to respond to what they view as an unfair provision that leans on blue states to help pay for the GOP's tax cuts....
