A New York federal court on Monday dismissed a qui tam action alleging Kaplan Early Learning Co. defrauded the government by failing to pay federally mandated employee wages on more than 200 playground construction contracts funded by Head Start programs, finding that the whistleblower had not provided enough facts to support the claims.
