A North Carolina federal judge ruled Thursday that Westinghouse Electric Company can't recoup $500 million in development costs over a now-scrapped $24.7 billion nuclear power plant in Florida, but is entitled to a $30 million termination fee plus $4 million in interest from Duke Energy Florida Inc.
