Ore., Calif. Claim Licensing Authority In Tribal Water Row
The state of Oregon and a California water agency urged the D.C. Circuit Tuesday to deny a tribe's bid to bring an electric utility's license for a hydroelectric project in line with current environmental standards, saying the federal government properly concluded the states retain authority to certify water quality under the license.
