The California federal judge overseeing a putative class action claiming that Chinese lottery service 500.com Ltd. misled investors ahead of its 2013 initial public offering declined to dismiss the suit on Tuesday, saying that the issues raised in the site's January request would be better argued in a motion for summary judgment.
