A California federal judge on Wednesday dealt a blow to environmental groups challenging a 247-megawatt solar project in central California over alleged impacts on the endangered San Joaquin kit fox and other species, refusing to issue a preliminary injunction on the grounds that the project's challengers hadn't shown they were likely to succeed on the merits of their claims.
