A split Ninth Circuit on Thursday denied a bid by Republican attorneys general to revive the "public charge" rule, with U.S. Circuit Judge Lawrence VanDyke dissenting to say that the Biden administration ensured that the rule "was gone faster than toilet paper in a pandemic."
