    5th Circ. Judge Questions Coalition In Galveston VRA Case

    A Fifth Circuit judge appeared eager to rule that Black and Hispanic voting blocs can't form coalitions when bringing racial gerrymandering cases under the Voting Rights Act, arguing in a panel hearing on Galveston, Texas' new district maps that the racial groups vote differently in primary elections and might not be cohesive enough to pass the U.S. Supreme Court's test for VRA claims.
