ORDER ADOPTING REPORT AND RECOMMENDATIONS - Having carefully reviewed the comprehensive findings and conclusions of the Magistrate Judge and finding no clear error, the Court hereby ADOPTS the Report and Recommendation in its entirety. Plaintiffs federal civil-rights claim under 42 U.S.C. § 1983 forviolation of his Fourteenth Amendment familial-association and due-process rights may proceed at this stage solely against the following defendants: Hamilton County Job and Family Services, Alisha Jordan, Madison East, Crystal Shotwell, Deborah Miller, Mary Wilkie, and Paige Heneghan. All other federal claims and all claims for injunctive or declaratory relief that would effectively alter, overturn, or interfere with state-court child custodyor dependency orders are DISMISSED pursuant to 28 U.S.C. § 1915(e)(2). TheCourt declines to exercise supplemental jurisdiction over Plaintiffs state-law claims, thus, such claims, including medical-malpractice, negligence, products-liability, professional malpractice, assault, defamation, intentional infliction of emotional distress, and Ohio statutory claims are DISMISSED WITHOUT PREJUDICE. the Motion for Summary Judgment 35 is DENIED.. Order On Motion By Pro Se Litigant to Obtain Electronic Case Filing Rights
NOTATION ORDER - This matter is before the Court on pro se Plaintiff's Motion to Obtain Electronic Case Filing Rights (Doc. 33 ). Per the notices filed by Plaintiff on 9/11/2026 (Docs. 34 36 ), the Plaintiff is currently incarcerated at the Kenton County Detention Center. As incarcerated parties are not entitled to electronic case filing privileges, the Court finds the instant motion to be moot. Accordingly, Plaintiff's motion (Doc. 33 ) is hereby DENIED as MOOT.
