By Maria Browne and John Seiver, David Wright Tremaine LLP ( May 1, 2017, 10:09 AM EDT) -- Last month, the Federal Communications Commission released its final version of the combined notice of proposed rulemaking, notice of inquiry and request for comment pertaining to accelerated wireline broadband deployment (NPRM), adopted at the FCC's April 20 open meeting. The NPRM proposes to both expedite and reduce the costs of broadband infrastructure deployment, including by implementing shorter timelines for attaching to poles, and reducing pole rents and make-ready costs. It also seeks comment on whether the commission should preempt state and local government impediments to broadband deployment, such as moratoria, excessive fees, unreasonable terms for accessing rights-of-way, and even unreasonable municipal pole attachment fees and practices....
