Circuit upheld a long-standing ban on certain political contributions from federal government contractors, reasoning that the corruption concerns that originally spurred the ban remain as important now as when it was initially enacted. The case was decided by the en banc D.C. Circuit, due to a federal law that assigns rulings on constitutional challenges to federal campaign finance laws and regulations to the full court.
